Ø Climatic Suitability. Agriculture University, Meerut confirmed that the district's climate is conducive to foxnut farming.

Foxnut farming can
be integrated with water chestnut cultivation and fisheries, creating
additional revenue streams for farmers.
Ø Pond Utilization. Village ponds with silt and mud bases, suitable for foxnut cultivation, were identified as untapped resources.
Ø Pilot Project. It was proposed to initiate a pilot project using one Amrit Sarovar pond from each block of Meerut district.
Ø District Administration’s Role. Collaboration with Meerut District Administration was deemed crucial for infrastructure and logistical support.
Ø Expert Assistance. Partnership with the National Research Centre for Makhana (NRCM), Darbhanga (Bihar) was proposed for technical expertise.
Ø State Subsidy. The Uttar Pradesh government’s subsidy of ₹40,000 per acre for foxnut farming was identified as a significant incentive.

One of the key findings / action points of the MCF-FISME Study on Quadrupling Meerut GDP was to promote Vocational Training / Skill Development Initiatives aimed at enhancing the skills and knowledge of the local workforce, contributing to economic growth.
At the inaugural Steering Committee Meeting for 'Quadrupling GDP of Meerut' held on 30 December 2023, it was felt that awareness regarding vocational training needs to be built up from Secondary School Level itself. This is also in line with NEP-2020. Accordingly, it was decided to organize a "Skill Mela" at district level to be preceded by few pilot projects in 3-4 schools to spread awareness of various skills / vocations and future prospects.
As the first pilot project, MCF along with Kanohar Lal Trust Society & Meerut Institute of Technology successfully organized a “Career Mela” at KK Inter College, Delhi Road, Meerut on 11-12 May 2024 with an aim to provide valuable information to the students about various skills and opportunities. Approx 1200 students of KK Inter College and nearby colleges along with their parents visited the Mela. The first day was inaugurated by Shri Rajendra Agrawal, Hon’ble MP Meerut and many eminent people like Chairman of Cooperative Bank, UP Shri Yashveer Singh were present. On the second day, the Career Mela was inaugurated by Shri Amit Agarwal, MLA Meerut Cantt.

JEWELLRY CLUSTERS REPRESENTAITIVES WITH SBI OFFICIAL (MSME DEPT)
1. A meeting between representatives of Mini
Gas Cylinders, Powerloom and Artificial Jewellry clusters and SBI Officials (MSME
Dept) was conducted successfully on 13 Mar 24.
2. 12 representatives (07 of Powerloom, 04 of MCG and 01 of Artificial Jewellry) of these clusters, who require loan, were attended the meeting.
3. Smt. Ritu Bhasin AGM (SMEC) Meerut and her team including Sh. Saurabh Agarwal Chief Manager (SME), SBI Meerut were attended the meeting and briefed in details about the procedures to be followed for granting loan from bank.
4. MCF provided the list of loan seeker to AGM with their contact numbers and requirement of loan amount. Similarly, SBI team provided application form and check list (documents to be attached with application) to each loan seeker for applying.
5. The duly filled application with required documents will be submitted by the applicant to his native branch of SBI.
6. It was also intimated by the AGM that Nodal Officer, Sh. Ashish Kumar Yadav of SBI (MSME Dept), will be the starting point for processing the loan case after submitting the loan application by loan seeker at his native branch of SBI. Any clarification can be sought from him. She also shared his mobile number i.e. 9690135218.
7. AGM also clarified the following doubts of clusters representatives: -
(a) Before processing the loan application, Bank will assure the require minimum CIBIL score of the applicant. The minimum benchmark set for CIBIL score is 567. Loan application cannot be processed if CIBIL score is less than 567.
(b) No security is required upto loan requirement of Rs. 10 lakh.
(c) Loan upto Rs. 50 lakh can be processed by any branch of SBI at Meerut.
(d) Loan above Rs. 50 lakh can be processed by two branches of SBI at Meerut i.e. at Partapur and Ganga Plaza, Begumpul.
(e) For Manufacturing Unit – Loan can be given 25% of last one year sale. Other specific loan requirement will be look after separately by SBI on case to case basis
(f) For Trading Unit - Loan can be given 15% of last one year sale. Other specific loan requirement will be look after separately by SBI on case to case basis
8. Further, AGM assured that full support will be provided by SBI to clusters during processing the applications for loan.
9. An informal discussion was also held
among Sh. Ashutosh Agarwal, Rep of Artificial Jewellry, Sh. SP Gupta, MCF, Sh.
Sudhanshu Sekher Tiwari, Executive Secretary MCF and Sh Raj Kumar Singh, DGM (B & O) SBI.
DGM told that the cluster is in Negative
List. However, DGM said that upto Rs. 10
lakh can be sanctioned through MUDRA Loan.
Other specific loan requirement more than Rs. 10 lakh will be look after
separately by SBI on case to case basis.

The Meerut Citizens Forum, in collaboration with the Department of Agriculture at Meerut Institute of Technology (MIT) organized a guest lecture on 01 March 2024 at MIT. The event featured Shri Satya Dev Arya, an agriculturalist and progressive farmer from Meerut, who delivered a lecture on "Natural Farming: A Way Forward to Regenerative Agriculture."
Dr. Raghuvir Singh, Dean of Agriculture, inaugurated the event with a welcome address and introduced the guest speaker. Shri Arya shared insights into natural farming, highlighting its cost-effective, sustainable practices that work in harmony with nature. He discussed the benefits of using Trichoderma as a biocontrol agent to combat plant pathogens, reducing the need for synthetic pesticides.
Shri SD Arya also elaborated on the preparation and benefits of Jivamrit, Bijamrita, and Agniastra, emphasizing their roles in enhancing soil fertility, seed treatment and providing an eco-friendly alternative to chemical pesticides.
The lecture was attended by around 100 students and faculty members from the B.Sc Ag. (Hons.) program. The session concluded with a vote of thanks by Dr. Hema Negi, HOD Agriculture with active support from the department.

2. The interaction session was organized by the MCF following the study conducted by the Economist and former Senior Advisor of Ministry of Commerce and Industry Shri Manak Singhi titled ‘Study for Identifying Strategies for Quadrupling Meerut’s GDP’.
3. Shri Abhishek Singhal of MCF welcomed all participant and informed about the developed action plan for the effective execution of identified initiatives which are recommended from the MCF – FISME study book ‘Identifying Strategies for Quadrupling Meerut’s GDP’.
4. A detailed action plan to quadruple GDP of Meerut was presented by Secretary General of Federation of Indian Micro and Small & Medium Enterprises (FISME), which was a partner in conducting above said study.
5. Business, Industry, Agriculture leaders of Meerut along with all the participant took oath to collectively work together to quadruple GDP of Meerut. The oath of solidarity was administered by Shri Rajendra Agarwal, Hon’ble MP Meerut during the session. This was a historic day for Meerut when all the leaders of business and industry community pledged their support for quadrupling GDP of Meerut.
6. It was communicated during the session that a Steering Committee has been formed under the Chairmanship of Shri Rajendra Agarwal, Hon’ble MP Meerut to implement the recommendations of study and quadrupling Meerut’s GDP. The composition of Committee includes MLA Meerut Cantt, City Mayor, DM, Municipal Commissioner, VC (MDA), CDO, reps of FISME and MCF.
7. Hon’ble MP announced names of Chairman of Industry, Service, Agriculture, Institutional Reforms and Education Working Groups.
8. Names of coordinators of various clusters related to Industry & Service Working Groups were also announced during the session.
9. During the session, State Bank of India (SBI) signed an MoU with MCF to assist Meerut based MSME clusters. The MoU was signed by Shri Abhishek Singhal on behalf of MCF and by Shri Raj Kumar Singh, DGM (B & O) SBI, Meerut on behalf of SBI.
10.Speaking about the collaboration, DGM (B & O) SBI, Meerut said that SBI is excited to work closely with MCF and its partners in the industrial & services clusters in Meerut and understand their specific financial needs. Accordingly, SBI will develop its financial products to fulfil those needs. He further added that this partnership aligns with SBI commitment to foster economic growth and innovation at grass root level.

Launch of ‘Study to Quadruple GDP of Meerut by 2027’
Prime Minister Narendra Modi has given a clarion call to the nation to plan and work towards making India a developed country by 2047. In sync with the vision of PM, the Chief Minister of Uttar Pradesh Shri Yogi Adityanath has also set a target to make the state a $1 trillion economy by 2027. He also called Districts to prepare their development plans in the direction.
Meerut Citizen Forum (MCF) took the initiative to commission a first of its kind study to develop the growth potential and plan for Meerut District. The study was conducted with Federation of Indian Micro and Small & Medium Enterprises (FISME) and was conducted by former Senior Advisor Shri M.C. Singhi (IES). The initiative was actively supported by political leadership of the District especially by Shri Rajendra Agrawal (MP) and Shri Amit Agarwal as well as by the District Administration namely Shri Deepak Meena (DM, Meerut).
The Study examines the state of the economy of Meerut vis-a-vis other districts in the state. It identifies the existing and potential growth drivers of the district’s economy. During the study interactions were organized with representatives of 12 manufacturing clusters and 6 services clusters in Meerut. Besides the business issues, the study examined the critical role played by agencies such as MDA & Municipality, Police, Education and Judiciary.
The study concludes that within four years, it is feasible to quadruple the GDP of Meerut. It explains how the additional growth could be generated through investments, relocation of labour, women participation, education etc. Finally, the study proposes a series of reforms that are needed to realize the rapid economic growth of Meerut.
On 1st Dec 2023, Union Minister of State for Finance is to release the study. During the event, besides Shri Rajendra Agrawal, MP (Meerut) the other dignitaries who are to attend include Shri Amit Agarwal, Hon’ble MLA (Meerut Cantt), Shri Harikant Ahluwalia (Mayor, Meerut), Shri Deepak Meena, DM (Meerut), Shri M.C. Singhi (IES), New Delhi and Shri Anil Bhardwaj, Secretary General, FISME (New Delhi).

Plans are afoot to increase GDP of Meerut from Rs. 67 thousand crore estimated for 2023-24 to Rs. two lac crore by 2029-30.
A first of its kind study in India at district level conducted by M.C. Singhi, former Senior Economic Advisor to Govt of India, reports that such rapid growth is feasible and is line with ambition of Chief Minister of Uttar Pradesh Yogi Adityanath to make UP $ one trillion economy by 2027.
The preliminary findings of the study were presented to the district administration for discussions in a high profile meeting held today at Meerut Collectorate which was chaired by District Magistrate Deepak Meena. Senior officials from all government departments attended the meeting including that from MDA, Municipality, DIC, Agriculture etc.Instead of top down investment led growth, the study has proposed a bottom-up District led growth model which is based on achieving growth impetus from ‘freeing-up’;‘accelerating’ local growth drivers in Agriculture, Industrial & Services segments in Meerut.
According to the study, the additional 6 to 7% growth could be mobilized through Incremental Capital Output Ration (2.7 %) by ensuring realization of committed investment Rs. 10,000 cr for districts materializes; Labour participation & Institutional investment (1 %), Greater participation of women with improved law & order and skills training (2 %), Labour relocation with migration from Agriculture through expansion of industry/ services & skills training and Institutional Improvement (1%).
For this additional growth to materialize, the study proposes a slew of administrative improvements and reforms to improve ‘Ease of doing business’ and institutional delivery by establishing Govt-Civil society partnership,“The lowest hanging fruit is accelerating GDP by facilitating higher women participation in workforce. which could be achieved by inducing trust in law and order and ensuring safety of women in street”, says Singhi.
The study identified 14 industrial and 6 services segments that dominate the economy of Meerut. The industrial clusters include: Sports Goods, Scissors Industry, Textile Weaving Industry, Brass Band Industry, Leather Industry, Textile Printing & Processing Industry,Handicrafts, Print; Publishing Industry, Electronic Switch gear, Gems; Jewellery, Food Processing Industry, Meerut Power loom Cluster, Auto parts industry of Meerut and Khadi; Textiles Wavers.
The services segments identified are: Construction Advisers; Contractors, Doctors;Health Clinics, Education, Professionals, Tourist Aggregators and Street Hawkers/Eating Joints.
To coordinate and oversee the implementation of plan, a committee under chairmanship of District magistrate is also proposed.
The outcome of the discussion is to be incorporated in the final study to be released by end of June.
The study has been commissioned by Meerut Citizen Forum in association with Federation of Indian Micro and Small; Medium Enterprises (FISME).

Description
Most of the waste collected from various colonies is burnt by the Safaikarmis due to lack of information & supervision. The fumes & dust from waste burning becomes a major source of air pollution also known as ‘Smog’ and causes breathing problems to residents especially during winter season.
MCF has actively advocated against the malpractice of waste burning, and has assisted MNN in spreading public awareness and identifying common spots of waste burning.

Description
MCF launched pilot Door to Door Waste Collection in 5 wards in collaboration with Indore Based NGO Basix, that became template for city wide rollout by Meerut Nagar Nigam.
This program included -
1. Creating awareness about Uttar Pradesh Solid Waste Management Policy among stake holders. Under this UP State policy booklet published by MCF was launched by Divisional Commissioner of Meerut. Press announcements were organized for public awareness.
2. Sensitisation & compliance of rules under Solid waste management policy through Gandhi Yatra, nukkad natak, colony visits & announcements, door to door visits, regular checking of compliance.
3. Training & acknowledgement of Safaikarmis
4. Route planning for municipal vehicles for waste collection and ensuring timely waste collection by resolving ground issues in coordination with MNN authorities.
The 3 months program that was funded by MCF, brought remarkable improvement in the cleanliness of the wards & was hailed by residents for enhancing the quality of living.

Initial Stakeholder meeting was held on Thursday, 20th October 2021 at Meerut Citizens Forum office. The agenda of the meeting was to conceptualize strategy for quadrupling the GDP of Meerut city. Presentation by Mr. Manak Chand Singhi was followed by Panel discussion among the members present. The panel comprised of representatives of Industrial Associations, Representatives from Education and Health sectors, Meerut Architectural Association and FISME (Federation of Indian Micro and Small & Medium Enterprises). Shri. Rajendra Agrawal, Member of Parliament from the Meerut constituency and Amit Agarwal, MLA from Meerut Cantt were also present on the occasion. Mr. Manak Chand Singhi presented broad framework for study. The presentation outlined briefly the aspects of the study such as Objectives, Methodology, Approach, Strength and Opportunities and expected outcomes of the study.

Description
Meerut is known to be one of the most polluted cities. Most of city waste is either burnt or ends up in landfill, where it causes soil, water and air pollution, and may take up to hundreds of years to degenerate. The “Solid Waste Management Policy” of MoHUA has made it mandatory for large institutions, and colonies to self-manage 100% disposal of their waste. But the institutions, colonies, etc lack know how and wherewithal to handle disposal of own waste, and their waste either gets dumped on roadside, or adds up to MNN load of landfill.
The MCF has come up with “Zero Waste to Landfill” program to enable colonies and large institutions to 100 % dispose of their waste on their own.
The pilot program is being implemented by “Defence Colony, Meerut” with support of Meerut Citizens Forum. MCF shall provide hand holding for 3 months and help in sensitize residents to segregate waste at source, provide training to colony’s safaikarmis for keeping waste segregated and not burn it, ope-rationalize the colony’s green waste composting site that was in non-working condition, dispose off plastic and other waste through various recycling agencies.
MCF facilitated ‘Zero Waste to Landfill’ program in Defence Colony Meerut in association with Meerut Nagar Nigam and ‘Basix’ NGO of Indore. Earlier mixed wet & dry waste was getting dumped on land outside colony. MCF team of 4 members & expert from ‘Basix’ surveyed the society residents for waste generation, and created public awareness for separate Dry & Waste disposal.
Composting facility that was earlier not in use, was properly made functional by MCF for composting of 100% wet waste getting generated in colony. A system for disposal of Dry / Plastic waste through recycle vendors / Nagar Nigam was put in place.
MCF expert made route map for waste collection by Safaikarmis of Defence Colony and organised training for them for proper collection & disposal as per ‘Zero Waste to Landfill System’.
The program was implemented for 4 months from dt___ to dt__ and was funded by MCF . After that, the Defence Society was able to achieve 100% Zero Waste to Landfill.
